Can't acces .cfg files

I have downloaded and installed the fabulous, nicely-executed Stratojet Merlin from Page 5 of Concept Aircraft and tried to also add the "Independence" texture, which is listed directly below the master file on the same page. The directions say to change the texture.independence filename of the texture file to the next higher number in sequence for the texture files in the original model. To do this, I have to alter the .cfg file for the model. I can't get into the file; I get that dialog box that says Windows needs to know which program created it. This strikes me as odd because I have altered .cfg files on many others, usually to give more horsepower, prop blades, thrust, et cetera. Now I can't get in and I'm wondering why. Any ideas?
My system: AMD Phenom 9500 cpu, 2 x eVGA e-GeForce 8800GTS Superclocked vidcards (640Mb DDR3 each), Zalman "sunflower" 9700 fan, Gigabyte GA-M57SLI-S4 mobo, 4Gb G.Skill PC2-6400 DDR2 800Mhz RAM, 2 x Sony 20X DVD writers, Thermaltake Toughpower 8

I'm not sure.  At first I thought you were using Vista, but your spec in your Zig says XP.

In Vista, I have to copy and paste to the desktop, then edit, save and copy paste back into the aircraft folder.  I don't know it that will work with XP, but you might give it a shot.  

Have you tried re-associating to Notepad?

I got it open with Notepad or Wordpad or some such pad thingy. In any event, I made the changes I wanted and I know it worked because I lowered the max rpm from 3500 to 3400 and it showed up on the tachometer...

In that dialog box, it offers to look for the program that created the original file on the web, or you can choose one. I chose Wordpad or whatever just out of ignorance, and it worked. I do not quite understand what it means to "open" a file with another program. Must be some kind of new-fangled use of words that became necessary when Windows was created...

CFG files are usually opened & edited in Notepad. They are not associated with any program by default. The easiest method would be to do this yourself.

Right-click on any CFG file & select Open from the menu. Use the "Select the program from a list" option

Choose Notepad from the list & check the "Always use the selected program ......" box before clicking OK.

In future all CFG files will open by default in Notepad by double-clicking on them.

You can always re-associate file types with a different program if you wish. Use the 'Open With' option from the Right-click menu.
