Changing image format

Does anyone know if it's possible to convert a Photoshop file into one that can be used in Microsoft PictureIt!, whilst keeping all the separate layers?

I've got a repaint kit for the FFG Saab 340 but can't really use it as I only have PictureIt! which will only chow the image as one layer.
