I was wondering if it is possible to set a certain AI aircraft to take off with the flaps down?

this doesn't have to anything to do with Aircraft or design at all

I don't know if you mean FSX or FS9 in any case I think you can't make in a traffic airplanes to deploy flaps ,spoilers,or move rudder tail, ailerons  ..the Simulator will only deploy landing gear and wheel animation in AI aircrafts
