Hi i am a newbie to all this and was wondering how do i convert a how do i convert a .mdl file to 3ds max?

You can't. Microsoft specifically hardcoded the sim so that no one can reverse engineer a compiled model. The only way to modify a compiled model is by modifying the actual source file of the model; but you have to get permission from the author first [which is difficult to obtain].

and modding source code is even harder.
