Ramp Pylon with Gmax

I`m new to Gmax and Im trying to design a ramp light,
I would like to know if there`s a tutorial for this , and if anyone knows  how to make it shine in fs during dawn/dusk/night   and not during  the day
any help or tip will be deeply appreciated
