thinking of starting to design and build aircraft just debating on which software abacus fsds 2 or g max which one is better for a beginner

What, if any, experience do you have with any sort of computer modelling program?
In summary, though, FSDS2 has the shorter learning curve, but gmax is the more powerful modelling program.
Since gmax is "free" and the converters are available from the FS9 SDK, try your hand at gmax. (and this from a die hard FSDS2 user)
I've found FSDS easier to learn and manipulate, others have found the opposite.

where do i get g max and any issues using both on the same computer i mean not at the same time of course but if i have one on the computer will it cause issues with the other ..... have a 60 gb hard drive with 254 mb ram

I might take that advice too Felix.. ie try Gmax.
I am reasonably familiar with FSDS, and I have made some aircraft models with it. I like it and I still use FSDS at the moment.
Although I am at the beginning yet again of that very steep learning curve when it comes to Gmax, it seems obvious that it has advantages compared to FSDS.

*I* find that each program has its conveniences - for me.
Granted, I've only dabbled in gmax, but, I've modelled in FSDS, exported a part or two into gmax, performed unnatural and deviant acts upon it there, and imported it back into FSDS.
I still find modelling in FSDS easier (note: for me) but I recognize the advantages of both (principally, I've grown too used to FSDS' easier way of getting a model into FS!!)

The program, gmax, is in the "Extras" folder of FS2004 CD-1.
To convert the gmax model to a flightsimulator model, you need the converters (gamepack) from the Microsoft SDK.

ok now im thinking theres fsds 2 vacc and a panel maker for 79 dollars is this a good deal plus i found an animator for 7 bucks on e bay do i need a special or new one this one was made in 1999 i have fs edit and g max up and runnng just need to get used to g max

If you have gmax, and the converter from the FS9 SDK, you really don't need to spend more money for another program.
Do the gmax tutorials, and other tutorials available. Ask questions, play with the program.
