Well, you can find out what your current fps rate is by hitting "SHIFT+Z" twice while in the sim.
Now, as far as which is better locked or unlimited, it depends on your hardware, your settings, and who you ask. I personally run mine at unlimited, and my machine does pretty well with it. However, the logic behind locking in a certain framerate is that rather than making your machine render every frame it can, you can cut it back so it renders only what you need to have smooth gameplay. This frees up those extra compute cycles to allow your system to do other things, like start loading the next set of scenery tiles, for example.
I suppose in the end it might just come down to personal preference.
