Have you set a ram divider? The ram may be running overspec at the settings you specified, or the timings may be wrong. Let the ram auto-configure and use those settings as a base reference to start with.
Bios is complex on that board.
First, configure the BIOS to the correct automatic configuration for your hardware.
Manual overclocking requires that auto overclock options are all disabled, so after the parameters are all set to standard values for your hardware, switch to manual settings and tweak only the relevant values and touch nothing you don't completely understand.
Set the hypertransport multiplier to 4x with the ram set to a DDR333mhz (166mhz) divider.
Volt increases should not be required for a 20mhz OC, but try it as a last resort. I think the problem lies elsewhere, unless it really is a terrible CPU that barely makes stock speed which is unlikely.
