Losing My Mind

OK -- Not! -- I keep getting "not enough memory"
I check my computer property performance and it shows that "virtual memory" is disabled.
Whether I check "Let Windows..." or "customize", when I restart the computer it still displays "virtual memory" is disabled (as it would be "customized" but can't reinstate it). :(
Now what :P?

Windows 98SE, 1024mb RAM, 88% free on 120gb HD "C"
  (also have space on 2nd 80gb HD "D" but OS is on "C")

I can't say I have come across this one before - All I can suggest is the usual AdAware scans etc, and a check for rogue services.  ???

Set your paging file size to 1024 mb or more. Win98 sometimes sets the paging file by itself to zero.

There is an MS knowledge base article on this, somewhere.

A well known common fault with Windows '98SE...
Memory gradually gets used up over time, and never re-freshed... :o...!
...So...

Update:
prior to your post and having to leave for the jobsite, I'd reversed master & slave HD's, utilizing the my other OS install. It's meant editing links (prior "C" drive is now "D" drive and reverse). However, I've still had to manually enter virtual memory figures. At least I'm able to run some programs again.
I may still try the program you directed me to download even though the drives are now reversed.
