Ok here is what to do.

start up FS9 goto settings in the game then choose display settings.  On the hardware tab at the end untick Anti-Alias.

Now quit FS9

Now get up your display properties. click on the advanced button then the tab with FX5900 so you get the options up to alter your cards performance.  I think you need to choose Image quality or somthing from menu.   You should see the words Anti-Alias and Anstropic filtering on the list.

Click on Anti-Alias.  Untick application controlled and set it at 4X

Click on Anistropic Filter. Untick application controlled and set it to 8X

Click Apply then OK.

Run FS9 should look much nicer now  ;D  If it is hitting your FPS to much either lower 3D clouds a bit or lower the Anti-Alias to 2x though this means you might see a few jaggies.

Hope you understand all that garble and hope it works  ;D

Also lock your FPS to 25-30. Human eye cant detect any changes over 30fps anyhow.  Anymore than this and you are just wasting CPU power as its trying to get the highest all the time.

Sure you can try it. 4x AA will look plenty good enough, 8x AA will look slightly better but not to much, though it may hit your FPS real hard being that high.

Yup. I keep the 3d clouds on but I reduce most of the bars in the weather section, though I do only have a GF4 Ti4600.  As said 4x AA prob be enough you could try reducing AF to 4x but i dont think that will help your FPS to much, its just those dam clouds!!
