Manual Install of JRE?

My PC had issues which caused me to decide to just scrub the HD and start new.
After re-installing my OS (Vista 32), Windows Installer is not working. I have tried everything suggested on the internet help sites and I still can not resolve the problem.

My question is this:
Can Java Runtime Environment be manually installed without depending on Windows Installer?
I need JRE for AI Carriers to install properly. Any help is appreciated.

I don't think you can manually install Java, but before you go any further, do you have the latest Windows Installer for Vista installed? (version 4.5)

Yeah, I tried that, I get a "not enough storage space" error, which is faulty because my PC is practically empty. I have researched the error quite a bit, and have come up with nothing that fixes it. I think that if I re-installed my OS (again) it might fix it, but if I'm going to go through the trouble i might as well upgrade to Windows 7.
