IE8 misbehaves

IE8 misbihaving
As per image below I can not get rid of the black on the toolbars.

Reinstalled it a few times.

Same on my other PCbut, onereinstall cleared it so far.

Could anybody

SOLVED

the Themes change, as advised elsewhere,  seem to have cured it.
