Transparent Images in PSP7

OK, I'm not really an expert with image editing programs-but there is something I want to try.  I am trying to make a desktop image using a photo of a car I took.  I want to take another image (of a flag) make it almost completely transparent (almost like a ghostly image) and overlay it onto the photo of the car.  I don't know how to make the image of the flag almost transparent-can anyone explain that to me.  Tnanks.

Ok you got two images in PSP.  Select the one you want to ghost over the top.  Edit, copy etc.

Go to the pic your gonna ghost it over, hit Edit, paste as new layer.

Get the layers properties up (Box where you can see the layers) Notice there is a bar to the right that says transparency, turn it down from 100 to 30% or whatever you want.

If the images are round the wrong way, i.e. its at bottom instead of at top then in one of the menus you can choose put to bottom or somthing along those lines.
