Yep, Sam is right, most of the JPEG quality is lost during resizing. I do own Photoshop 7 & Fireworks MX 2004, but even so, I have found that freeware is yet again best

I would recommend PixResizer from BlueFive Software (
http://bluefive.pair.com/pixresizer.htm).
Also feel free to try Photoshop & Fireworks (if you have them).
Using programs like paint to resize shots loses huge amounts of quality, so try a tool specially designed for the job
