Umm.. not sure what you are asking exactly. But if you are asking how to animate gif files look for a gif animator. Should be able to find a few on google. You just draw multiple pictures of what you want in a seqience.. then load them into the program and tell it to animate it. real simple.

PaintShop Pro comes bundled with an animator called Animation Shop. At least mine did.

I have an old version that I received as a gift so I can't tell you anything about the latest version(s) or cost.
