I use Stop-the-pop-up from sureshot.com, it was free when I got it but I think they charge now, if you search google you can find tons of free pop-up blockers, or go to webattack.com, they have all kinds of free stuff there too.
Just do some searches, you will find something free.
Still no linked images allowed around here Paz! Naughty...

well-known P2P software has a sample hosts file for windows, this redirects all spammy popups to 127.0.0.1, but blocks tucows downloads in some way so be warned

You could give mozilla http://www.mozilla.org a try. It has a built in popup blocker. Also, try Proxomitorn, it'll block some banner ads and things similar to that. http://www.proxomitron.org

Two words:  GOOGLE TOOLBAR.

Available at www.google.com.  Its free, and as far as I've been told, NOT A SPYWARE!

Works beautifully for me.
Great edit, Bob.

Those are the kinds I have been popping up incredibly fast recently.

The type of pop-ups in my screenshot can be disabled by two different ways. One is two uninstall the Messenger service, and two is to install a firewall ;)

And Scott, I don't think so ;)
