Hi,
If I understand your question correctly you are looking for a stand alone application which can create flightplans manually (in which the choice is yours to input all navaids from departure point until arrival) and to get a navlog printout.
If this assumption is correct you have several planners able to do that. A couple are freeware: NAV 31 and NAV 24. both are available at AVSIM Hangar's page. These two programs are accurate and easy to use. They print several formats and export plans to FS2002. Both can be used as moving maps. Their navaids database is compiled from the FS2002 bgls and can be edited. Sids and Stars are the weakpoints the database here is incomplete.
There are other planners which are payware but offer more professional planning facilities. I would highly recommend Airplan from Aeroplanner which is still affordable and for those having deep pockets FliteStar which is the best among the best.
Flight Manager was a good planner for FS2000. It may still be good today fro FS 2002 but I have not used it in ages and cannot comment on this one.
There are planners which are more aircrafts oriented such as the excellent Jetvision 2K for PIC 767 in Command and PS1 Flight Plan for Aerowinx PS1.3.
My advise however is if you can afford it as a long term investment for serious flying go and get Airplan or FliteStar.
Cheers
Michael
