That little blue rectangle?

It's just a dumb question but what does that mouse induced rectangle do? Left click, hold down and drag on your home screen and a rectangle comes up. What's it for and what do you do with it? Google didn't understand my query.
Any help would be squarely appreciated. :think:

Its hoping that you will select and outline something in particular, Folders, Pictures, etc, on your Desktop screen, to copy, or save, delete, etc, etc....

Otherwise, it wont do anything... :D ...!
