I don't believe that you can set up a "1 time log in password" for IE. What you can do however, is set up your USER ACCOUNT to where you are required to put in a password every time that your computer resumes or comes out of SCREEN SAVER.
ASSUMING YOU ARE USING WIN XP HOME:
on the desktop: right click an open space. PROPERTIES > SCREEN SAVER. Set the screen saver to whatever you want it to be, then look for the box ON RESUME, PASSWORD PROTECT. put a check mark / dot in the box. APPLY > OK to close the window.
now, go to START > CONTROL PANEL > USER ACCOUNTS. Set up your account with a password. (granted every time that you restart your computer, or turn it off and then back on, you will have to put in your password.)
Now, when you go off to work, school, a friends house... your screen saver will turn on and if anyone tries to use your computer then they will have to know your password to be able to access ANYTHING on the computer. ----- if other people in your house use the computer also, you could just log off of your ACCOUNT, forcing the LOGIN page to show... and if they have their own account, then they can log in to THEIR account and stay out of yours.
