Internet Hyperlink Lag

I am using IE7 (and no I am not switching to Mozilla ) and whenever I click a link it lags a bit. The window seems to look like it is opening something in another window but then it returns to normal. i mean the fade effects of the window. This just started today and It is really bugging me. I check the CPU usage and whenever it lags I see a around 20% of usage. What is it?

My guess is that there is another process running in the background that causes this but I don't know which one though.
