Irfanview: Converting bmp to jpg

Okay, I downloade Irfanview (Vueprint user for 11.5 years) and thought I was in heaven when I could convert bmp files to jpg at exacty 800X600 with 100 dpi.

The problem is that the jps are larger than 100KB and I want to post them.

What am I missing here?
