The run of suspicion in any internet problems should always be a process of elimination from your PC out.
1. Your PC (may need a reboot)
2. Your ISP - e.g. a lot of people connecting through one server/modem is commonplace - reconnecting will usually resolve this
3. The network - traffic, routers, etc between your PC & the server you are connecting to
4. The website or its local network
If it was this server's cgi bin you would get an 'internal server error' - If you didn't get that then it was most likely something back along the way to you.
