I need help placing effects into scenery

I downloaded the effects SDK and I'm trying to place a smoke effect that was downloaded for another scenery pack into the scenery where I want it.

I run BGLPlacer.exe and decide what I want for the name of the output BGL file.

I select 'Effect' as the type.

I select the effect I want to use, Chicago area smokestacks

I type in the latitude of where I'm currently located in the FSworld, which is S32* 48.17'

I type in the longitude E151* 50.43'

Selected 'Snap tp ground'

Since the smoke goes straight up, I put the pitch to 90

Select density to sparse

I compile it and place the bgl file into my scenery folder and when I load the flightsimulator flight, there is no effect. What am I doing wrong???
